I find it funny that a 1997 comic is being compared to a 2004 tv show, but very funny nonetheless, and wots wrong with water powers! I would kill for water powers! I would kill WITH water powers!
Psychokinesis, technically. Telekinesis is a subset of psychokinesis, along with hydrokinesis, pyrokinesis, and so on. Much like telepathy technically covers everything from emotion-sensing empathy up through mind-reading and emotion-warping clear to mental domination and puppeteering.
Or I might be playing tricks on you all with this. I am a Discordian, after all.
If you pay attention, one person described biff not as telepathic, but telepathetic. Whether intended or a slip of Freudian kind, nothing could be more accurate

Aquakinesis (the ability to bend water) is a much needed power, but sadly only a few out of 100 psychic users can truly use water in such a manner.
