Well, I have some web space that I used to host a website that I stopped updating in November; I still use the space for files and such. It wouldn't have its own domain, but at least it would be on the internet. If you're looking for a way to make it more published, I would try one of the many flash animation sites...

Biff is the kind of humour that's just dying to be on t-shirts.  The comics are so easy and quick to read and understand, it'll be nice to have a webcomic t-shirt to show off that my friends won't have to ask me about to get the joke on it, and hey, it's free publicity.  If I recall, the banner that lead me to this place was pretty much just a cropped version of one of the comics with the caption beneath it, and it made me laugh enough to click.  I know if I had seen that same comic on someone's t-shirt with "www.thebookofbiff.com" written underneath it I'd have looked up the site the minute I got home.  =)

Shirts would be a great idea, especially for a 1 panel comic. But this comic isn't terribly popular, and that means you won't sell a great amount of shirts. The thought of having a Biff shirt is awesome.

That shouldn't be a problem. There's only a 15-20 shirt minimum order so hopefully I can find 15 or so customers out of the 5 to 7 thousand people that stop by the website each day.

Yeah, I've only seen merchandise from the most popular webcomics in retail stores, and even those are only ones that cater to a very specific fan base. For example, there is a chance that you might find a Penny Arcade shirt in a videogame store, but Penny Arcade is extremely popular and is specifically about gaming, and even then the small game store is about as far as it can go...
